Functions of the static memory component.

The static memory component consists of the following functions.

• IotStaticMemory_FindFree
  Find a free buffer using the "in-use" flags.
• IotStaticMemory_ReturnInUse
  Return an "in-use" buffer.
• Iot_MessageBufferSize
  Get the fixed size of a message buffer.
• Iot_MallocMessageBuffer
  Get an empty message buffer.
• Iot_FreeMessageBuffer
  Free an in-use message buffer.
